Nobles County Board Summary of Minutes
December 19, 2017 Regular Session
The Nobles Board of Commissioners met in regular session at the Government Center in the City of Worthington. Commissioners Justin Ahlers, Gene Metz, Matt Widboom and Donald Linssen were in attendance. Absent: Robert S. Demuth Jr.
Approved amended agenda.
Stacie Golombiecki, Community Services Director, was acknowledged as the recipient of the Nobles County Excellence in Performance Award.
Valerie Ruesch, County Assessor, was recognized for 30 years of service.
Approved consent agenda including proceedings of the December 7th, 2017 Regular Meeting and 2018 Budget and Tax Levy Meeting, Law Enforcement Contract – City of Wilmont, Legal Services Agreement – Smith and Johnson, Professional Services Agreement – Heidi Langerud, Interpreter Agreements 2018, NAC Mechanical & Automation Customer Support Agreement, Travel Expenses and Auditor’s and Commissioner’s Warrants totaling $1,445,786.31.
Adopted Resolution 201779 approving MnDOT Contract No. 1030053, the State of Minnesota Agency Agreement for Federal Participation in Construction, superseding agreement 00053.
Approved hiring Accountant assistance during the interim of filling the vacancy.
Approved a one year contract with SafeAssure for safety training.
Directed the Drainage System Coordinator to have the sediment in Judicial Ditch 11B removed and to advise with Ditch Council to start procedures to have the unauthorized culverts removed.
Authorized transfer of $32,000 as of December 31, 2017 from General Fund to cover individual ditch system deficit cash balances, to be reimbursed in January 2018.
Authorize the County Auditor-Treasurer to pay bills December 29, 2017 without prior County Board approval as permitted under M.S. 375.18 Subd. 1b.
Adopted resolution 201780 amending the 2017 budget.
Adopted resolution 201781 certifying and ordering spread of the 2018 levy at $13,611,729, equivalent to 3.2%.
Adopted resolution 201782, approving the 2018 Budget of $39,574,397.
Approved amending the Nobles County Compensation Plan to include a 2.25% cost of living adjustment (COLA) increase for each level and step for all non-union positions effective January 1, 2018.
Approved increasing the 2018 Temporary/Seasonal hourly pay rate to $12.00 with $0.50 per hour increase for each year the same person returns effective January 1, 2018.
Adopted resolutions 201783 and 201784 setting the County Attorney’s salary at $117,425 and budget at $910,301.
Adopted resolution 201785 and 201786 setting the County Auditor’s salary at $83,000 and budget at $789,084.
Adopted resolution 20787 and 201788 setting the County Recorder’s salary at $78,043 and budget at $299,912.
Adopted resolution 201789 and 201790 setting the County Sheriff’s salary at $110,920 and budget at $4,547,536.
Adopted resolution 201791 setting compensation for Nobles County Commissioners at $19,236 per year and per diem payments at up to $150.00 per day.
Appointed citizens to various Boards, Committees and Commissions.
Approved Payment Application #4 for payment of $485,965.82 to Gag Sheet Metal, Inc. for the 2017 PJC Reroof and Wall Rehabilitation project.
Approved a lease agreement with Meridian Behavioral Health LLC from January 1, 2018 through December 31, 2018.
Approved Payment Application #3 for the payment of $240,480.15 to Brennan Construction of MN, Inc. as certified by Falls Architecture, LLC for the Prairie Justice Center Garage Addition Project.
Approved the AFSCME Council 65, Local No. 2558A Contract for Highway Employees effective January 1, 2018.
