Summary of Minutes
December 20, 2016,
Regular Session

The Nobles Board of Commissioners met in regular session at the Government Center in the City of Worthington.  Commissioners Marvin Zylstra, Gene Metz, Matt Widboom, Robert Demuth Jr. and Donald Linssen were in attendance.

Approved amended agenda and consent agenda including proceedings of the December 8th, 2016  Regular Meeting and 2017 Budget and Tax Levy Meeting, 2017 SWMHC Community Support Service Agreement renewal, 2017 SWMHC Master Services Agreement renewal, 20178 SWMHC Intensive Family Based Contract Renewal, 2017 Day Care Consultation Agreements, 2017 Interpreter Agreements, Travel Expenses and Auditor’s and Commissioner’s Warrants totaling $497,337.22.

Approved a Professional Recycling Services Agreement through December 31, 2021 with Waste Connections of Minnesota, Inc. DBA Schaap Sanitation.

Authorized the Board Chair to sign a letter of recommendation for the House of Hope to begin obtaining the approval from the Department of Human Services to provide outpatient adolescent chemical dependency treatment.

Authorized the County Auditor-Treasurer to pay bills December 31, 2016 per Minnesota Statute M.S. 375.18 Subd. 1b.

Authorized transfer of $242,000 as of December 31, 2016 from General Fund to cover individual ditch system deficit cash balances, to be reimbursed in January 2017.

Approved holding a public meeting at 10:30 a.m. on Tuesday, March 7, 2017 in the Commissioners Room of the Nobles County Government Center for the purpose of approving for sale, classifying tax-forfeited lands, setting basic sale prices, setting terms of the auction and setting a date for the public sale.

Approved rescheduling the public hearing for an outlet on Consolidated Judicial Ditch #1 at 10:30 a.m. on Tuesday, January 24, 2017 in the Commissioners Room of the Nobles County Government Center.

Adopted resolution 201659 amending the 2016 budget.

Adopted resolution 201660 certifying and ordering spread of the 2017 levy at $13,189,914.

Adopted resolution 201661 approving the 2017 budget in the amount of $34,393,328.

Approved amending the Nobles County Compensation Plan to include a 2.50% cost of living adjustment (COLA) increase for each level and step for all non-union positions effective January 1, 2017.

Approved increasing the 2017 Temporary/Seasonal hourly pay rate to $10.75 with $0.50 per hour increase for each year the same person returns effective January 1, 2017.

Reappointed Valerie L. Ruesch, Nobles County Assessor, for a four year term.

Appointed citizens to various Boards, Committees and Commissions.

Accepted the 2017 IRS standard mileage rate for business in the amount of 53.5 cents per mile.

Appointed the Ramsey County Medical Examiner’s Office as the Nobles County Medical Examiner.

Adopted resolution 201662 and 201663 setting the County Attorney’s budget at $586,969 and salary at $113,454.

Adopted resolution 201664 and 201665 setting the County Auditor’s budget at $235,958 and salary at $77,979.

Adopted resolution 201666 and 201667 setting the County Recorder’s budget at $142,468 and salary at $75,404.

Adopted resolution 201668 and 201669 setting the County Sheriff’s budget at $3,177,457 and salary at $107,689.

Adopted resolution 201670 setting compensation for Nobles County Commissioners at $18,813 per year and per diem payments at up to $100.00 per day.
